TCEQ 2026 Flare Study

The University of Texas at Austin is conducting a field measurement study of industrial flare combustion performance across Texas on behalf of the Texas Commission on Environmental Quality (TCEQ). The study will use remote optical monitoring technology — the Providence Photonics Mantis™ and Mantis Lite™ systems — to measure combustion efficiency and related flare performance metrics at properly operating flares across a range of flare types, assist methods, and industrial sectors. Results will be used to characterize flare destruction/removal efficiency (DRE) and to assess the implications of observed flare performance for the Texas greenhouse gas emissions inventory.

We are seeking volunteer facilities willing to provide access to one or more operating flares for measurement during the summer of 2026. Measurements will be conducted during six one-week field campaigns between June and August 2026; campaigns need not be consecutive and scheduling will be coordinated with each participating facility. Measurements are non-intrusive, require no connection to plant systems, and are conducted from a safe distance using standalone equipment. Facility and flare data will be anonymized and reported only in aggregated form.

The Quality Assurance Project Plan (QAPP) governing this study is available for download below, along with the proposed study overview presented by TCEQ in February 2026.
